The Ewing Marion Kauffman Foundation’s Index of Startup Activity Report places Wisconsin at the bottom of the list (No. 50) for the second year in a row.

Rankings are based on the rate of new entrepreneurs, startup density (number of firms per 1,000 firm population), and the opportunity share of new entrepreneurs (percentage of new entrepreneurs that start a business based on market opportunity).

Around the Midwest, Michigan came in at No. 25, but Minnesota ranked 44th; Iowa, 43rd; and Illinois came in at No. 41.
