Wisconsin Democrats have introduced a bill to fully legalize marijuana, Wisconsin Public Radio reports.

However, attempts to legalize marijuana in the state in the past have failed and are expected to do so again due to Republicans controlling both chambers of the Legislature.

After THC was banned in a bill to reopen the government after its record-breaking shutdown, state Democrats said there would be an opportunity to legalize marijuana to provide an economic boost for the state and lower incarceration rates.

The proposal would create a licensing system for growers, processors and retailers and regulate the testing and distribution of marijuana products.

It would also create a process for reviewing the sentences of people jailed on drug charges, with a path to vacating current convictions or expunging a person’s record of past convictions.
