Congress advanced an ethics bill, a handful of judicial nominations and a bill that aims to boost jobs by easing business regulations, a burst of bipartisanship Thursday that was more a deflection of election-year criticism than a signal the two major parties have begun an era of cooperation.

The Senate approved, by a 73-26 margin, the bill easing corporate-governance and financial-reporting requirements for initial public offerings, the measure’s last major hurdle before being signed into law.
