Union membership hits biggest decline in 40 years

Democrats say former Governor Scott Walker gutted unions 15 years ago when he signed Act 10 into law and Wisconsin Public Radio reported that union membership for the public and private sectors is on a huge decline.  

 

In fact, Wisconsin has experienced the steepest long-term union membership decline in the nation, according to a new report from the Center for Economic Policy and Research. 

From 1985 to 2025, Wisconsin went from being a highly unionized state to rates below the national average. At its height, over 22% of workers were in a union.

Act 10 has been a large part of that, with the law mostly ending collectively bargaining for teachers and government workers.
