Target Marketing Solutions, Inc., led by Tammy Sullivan, has signed a franchise agreement with Valpak, a local print and digital coupon business. Sullivan acquired local ownership of the Madison market from her brother and plans to grow the existing territory to include Dane, Columbia, Jefferson, Rock, and Sauk counties.
