Madison Mayor Satya Rhodes-Conway, other politicians and members of Efficiency Navigator’s 2025 cohort will host a press conference on March 31 at 1134 Petra Place to celebrate the cohort and launch the recruitment of its 2026 class.

Efficiency Navigator is an initiative that provides energy efficiency, health/safety and other improvements for small- and medium-sized affordable apartment buildings that saves energy while reducing operating costs for owners and utility bills for residents. Sustain Dane and Elevate implement Efficiency Navigator, and it is funded by the cities of Madison and Fitchburg. The application process is open for 2026.

The program is for renter-occupied buildings with rents affordable to residents at or below 80% of the area median income. The program provides free building energy assessments and upgrades such as efficient lighting, improved heating, ventilation and air conditioning, better insulation, water softener optimization, tune-ups or replacement, water conserving fixtures and recommendations to improve home health. Participants agree to maintain affordable rents for at least five years.
