Stoughton’s Common Council is considering a blight-determination study aimed at designating a larger area of its downtown for redevelopment. Such a study could lead to the establishment of a revolving loan fund from the Redevelopment Authority for nearly all of the downtown area, rather than just a select group in the current redevelopment area.
A study conducted by Vierbicher Associates of Madison found that about 78% of properties in the proposed area met the definition of blighted, a designation that could make them eligible for grants and improvement money through the proposed revolving loan fund.
