Soglin’s budget resurrects John Nolen overhaul idea

Madison Mayor Paul Soglin’s proposed 2015 capital budget includes $50,000 for the preliminary planning and conceptual design for parcels along Olin Park bounded by Lake Monona and John Nolen Drive.

In the long term, an additional $3.5 million from public and private sources would boost a redevelopment proposal floated in 2011 by the Metcalfe brothers in Madison. The city is also considering establishing a TIF district along the corridor to provide additional funding.

The Metcalfes, owners of Metcalfe’s Market and founders of BratFest in Madison, foresee a redesigned corridor, with north and south bike paths through Olin Park, overlooks along the shoreline, an educational lake center honoring Aldo Leopold and Gaylord Nelson, and a large sculpture.
