After delays and missteps, including replacing soil in a cleaned brownfield with contaminated fill, redevelopment of the 33-acre Royster Corners site at the corner of Dempsey and Cottage Grove roads could soon be back on track.
In a story from the Wisconsin State Journal, the next $20 million phase of construction on the former fertilizer plant site could resume in September now that the Department of Natural Resources has signed off on a re-cleaning and overall remediation of the site. A 71-unit apartment complex from Movin’ Out/Stone House Development completed in 2016 stands as the only sign of progress thus far.
Ruedebusch Development and Construction’s next phase will include 86 senior apartments, 16,000 square feet of commercial space, and perhaps a new $10 million, 20,000-square-foot Pinney Library. TIF is still being negotiated for the next project phase, and negotiations are underway for the city to purchase the library site for $3.1 million.
Several other phases are planned, eventually filling the acreage with 41 single-family homes, more apartments, and commercial space.
