Democrats proposed a bill that would cap utility bills at 2% of household income, according to Wisconsin Public Radio.
On Nov. 11, state Reps. Darrin Madison of Milwaukee, Francesca Hong of Madison and Ryan Spaude of Ashwaubenon announced the legislation that would cap energy bills.
The Public Service Commission of Wisconsin would need to create a percentage of income payment program to provide relief for “energy-burdened households” for it to work.
An energy-burdened household spends between 2% and 4% of household income on electricity or gas bills, with a severely energy-burdened household defined as one spending 4% or more.
Electricity prices have risen nationally and are expected to continue growing throughout 2026, according to the U.S. Energy Information Administration.
