Duluth-based Minnesota Power is backing away from a plan to develop a $1 billion gas-fired power plant in Superior after permitting delays and legal challenges, Wisconsin Public Radio reports.

The company terminated an agreement on Dec. 17 with subsidiary South Shore Energy, a 20% stakeholder in the project.

Minnesota Power was working with La Crosse’s Dairyland Power Cooperative and a subsidiary of Basin Electric Power Cooperative in North Dakota to develop the Nemadji Trail Energy Center.

The plant would have provided between 550-625 megawatts of energy and shifted away from coal.
