Madison developer Steve Brown is proposing a change to the city’s Mansion Hill neighborhood that would replace three structures on the 100 block of West Gillman Street with three five-story apartment buildings resembling brownstones. Brown’s proposal calls for The Highlander, a 10-story, 52-unit, 1960s-era student housing structure at 121 W. Gilman St., to be leveled. A three-story, 120-year-old home next door, which Brown claims is structurally unsound, would also be demolished. A third vintage home at 123 W. Gilman St. would be moved to 113 W. Gorham St. Approvals are still needed for the $12 million to $15 million plan, which Brown claims would generate $182,000 in new property tax revenue.
