The Madison City Council nixed Mayor Paul Soglin’s suggestion to adopt “77 square miles surrounded by reality” as Madison’s official motto. A motion proposed by Ald. Mark Clear to make the phrase the city’s official “punchline” failed on a 10-9 vote. It would have passed with 11 votes.
