The tax incremental financing (TIF) district No. 25 in downtown Madison has reported $30 million in surplus, according to a Wisconsin State Journal report. The balance will be divided among the city, the Madison School District, Dane County, and Madison Area Technical College. The TIF district, located south of Capitol Square, was created in 1995 to change the look of the area by supporting marquee and modest projects. At the start of the program, the area had a total assessed value of $38.6 million. As of Jan. 1, the assessed value had jumped to $236 million.
