The City Council on Tuesday night unanimously passed a $1 million budget amendment to fund design work for an underpass below John Nolen Drive for pedestrians and cyclists, according to the Wisconsin State Journal. The underpass was left out of plans for the road’s reconstruction initially but included in a master plan for the Lake Monona waterfront redesign yet to be finalized.
If built, the underpass would run beneath John Nolen Drive from the intersection of North Shore Drive and Broom Street. Even with the added funding, however, the future of the underpass is uncertain as planning for the waterfront redesign is still in progress and construction remains years in the future.
Funding for the design of the underpass was passed alongside 15 other amendments to Mayor Satya Rhodes-Conway’s 2024 capital budget on Tuesday night. Together, these increase next year’s capital budget by around $6.77 million, for a total of $273.3 million.
