After a bipartisan medical marijuana bill failed to advance in September, two female legislators representing both chambers of the Republican-controlled state Legislature are proposing a new bill.

Wisconsin Rep. Mary Felzkowski, R-Irma, and Sen. Kathy Bernier, R-Chippewa Falls, want to create a regulatory framework to grow, process, test, and dispense cannabis, according to a Wisconsin State Journalstory.

The latest bill calls for the establishment of a regulatory commission appointed by the governor.

Medical professionals such as physicians, physician’s assistants, or advanced practice nurses with an established relationship with a patient would need a certification from the commission before medical marijuana could be prescribed.

Patients would need a medical marijuana card to be treated for qualifying medical conditions such as cancer, HIV/AIDS, multiple sclerosis, post-traumatic stress disorder, and others. Marijuana would only be allowed in the form of a topical application, or as liquid, oil, pill, or tincture.

After being shot down before, the measure could face the same fate this session. Assembly Speaker Robin Vos, R-Rochester, is warming to the idea, but other Republicans remain skeptical.
