Madison’s Board of Estimates deadlocked 2-2 on whether to allow talks to continue with a developer on a downsized Judge Doyle Square project proposed for downtown. Mayor Paul Soglin then cast the deciding vote to move the deadline to May 1. The City Council must now decide how to proceed at its Dec. 2 meeting. If it votes to allow negotiations to continue, final decisions on the project will come after the spring elections.
