After a nationwide search, Frank Lucia has been selected to lead Dean Health Plan as its president and CEO. Lucia has been with Dean Health Plan since 2007, and he succeeds Lon Sprecher, who retired in May after eight years. The company is the largest provider-owned HMO in the state, with more than 400,000 members.
