Dane County’s Distressed Property Index experienced its second drop in 2013, to 20.9% in February, from 28.5% a year earlier, according to the South Central Wisconsin MLS. The index measures the prevalence of homes in or near foreclosure. Still, the number is historically high compared, for example, to January 2006, when the index was at 5%.
