City replaces Department of Civil Rights official amid internal investigation

Byron Bishop, the Equal Opportunities Division manager in Madison’s Department of Civil Rights, is no longer employed by the city and was replaced amid an internal investigation into his alleged actions, according to The Capital Times.

While the investigation has concluded, city officials are not yet commenting on its findings.

According to an email sent on Wednesday to department employees by Deputy Mayor Linda Vakunta, Bishop is “no longer on staff.”

Vakunta was appointed interim manager of Bishop’s former division last month. She called Bishop’s leave “unexpected” and said Adriana Peguero, one of the city’s assistant attorneys, will fill the role moving forward.

Bishop led the Equal Opportunities Division for nearly 10 years. The internal investigation concerned possible violations of “city personnel policies” and claims of discrimination against protected classes, including people based on their race, sex, gender, disability or age.

City officials said Bishop was placed on administrative leave during the investigation, which sought to determine whether he violated open meetings laws related to recent listening sessions with employees.

Dylan Brogan, the city’s communications manager, wrote in an email Thursday that city officials plan to provide the findings of their investigation later this month.
