The Madison City Council has passed an ordinance that creates a Civilian Oversight Board and independent police monitor position, according to a report from the Wisconsin State Journal. The council also approved a final report that selects nine local organizations to nominate members for the 11-person civilian board and creates a budget for the program that is estimated to be $482,000 for 2021.
The Office of the Independent Monitor and Civilian Oversight Board will be able to subpoena the police department, conduct independent investigations, prepare an annual report on the police chief, make recommendations for policy changes, and participate in community outreach.
