Madison’s City Council in a 17-3 vote approved an ordinance change that would permit the first phase of the Monona lakefront project to move ahead without a citywide referendum, the Wisconsin State Journal reports.

The ordinance usually requires city voters’ approval of major construction in city parks that border lakes or waterways. A proposed amendment to the ordinance sought to exempt the entire project from a referendum, but after public criticism, the decision was made to exempt only the project’s first phase.

The LakeWay project has been in development for years and would redevelop 1.7 miles of shoreline and 17 acres along Lake Monona.
