City considers two development bids for downtown Block 113

The city of Madison’s request for proposals (RFP) period for the redevelopment of Block 113 in downtown Madison, formerly known as the Brayton Lot, closed July 9, with two development teams submitting bids.

The proposals are publicly available on the Planning Division’s website for the Block 113 redevelopment and include plans from Neutral Project LLC and Brink Development.

Project bids were required to follow the requirements for the redevelopment outlined in the RFP, including Federal Transit Administration requirements for the site. The selected project must also follow the city of Madison’s Tenant Selection Plan standards for housing and guarantee any affordable units offered to those making 60% of the area median income or below remain affordable for at least 40 years.

City staff will now review the responses and will determine if the proposals meet the minimum requirements, and then score them based on the scoring system outlined in the RFP.

From there, staff will draft a report that will be introduced to the Common Council and referred to the Finance Committee for review and a recommendation.

The Common Council will make the final decision on whether a bid will be selected, clearing the way for the city to begin negotiations with the selected applicant.
