Appleton Papers Inc. says it should not have to continue removing pollutants from part of the Fox River this summer, saying that the federal government first must resolve issues involving other polluters and their financial responsibility for the cleanup.
In a letter to the Department of Justice, a lawyer for the company says the government has failed so far to prove claims that API should be held liable for the cost of removing toxic PCBs from the river between De Pere and Lake Butte des Morts.
