Appleton Post Crescent: Appleton Papers not accountable for PCB clean up

Appleton Papers Inc. can’t be held accountable under federal law for PCB discharges into the Fox River, according to a judge’s new ruling, but the paper company still has a financial interest in the outcome of federal efforts to assign blame for the pollutant.
