United Financial Group (UFG), an Appleton developer, is interested in developing farmland on Madison’s far west side just north of Blackhawk Church into a mix of 348 townhomes, condos, row houses and apartments collectively named Highlands Community. Less than half of those (about 42%) would be designated as senior (55-plus) housing. UFG operates over 3,400 living units – mostly senior housing – around the state.

The company would like to break ground in 2014, but the entire five-phase project could take at least 10 years to fully develop. It would be UFG’s first venture into the Madison area. Plans are in the very early informational stages, and no formal proposal has been made.
